B. Project: Wright County Highway Department Building Project (Bid of Work Scope: Lube/Fluid Systems Only)

C. Key Dates:

1. Bid Due Date: Thursday, February 25, 2016, at 1:00 pm local time.

D. Method of Delivery:  Kraus-Anderson Construction Company has been selected as an Agency Construction Manager by Wright County to administer the construction of various improvements as follows:

1. The project consists of a new 92,000sf facility which will include a 10-bay Fleet Maintenance Shop, 41,000sf of interior vehicle storage, office space and a car wash.

E. Work Included in this Offering: We are presently soliciting multiple prime competitive bids for the following portions of work as defined herein:

1.03 AVAILABILITY OF BIDDING DOCUMENTS

A. Procurement of Documents for Bidders on Prime Contracts:

1. Bidders may obtain electronic Bidding Documents free of charge from iSqFt.

B. Examination of Documents:  Bidder shall carefully examine entire content of Bidding Documents to become thoroughly familiar with the documents and project requirements.  Refer to Instructions to Bidders for additional requirements.

C. Examination of the Site:  Bidders shall make arrangements with the Construction Manager to visit the project site to obtain first-hand knowledge of existing conditions, including existing utilities and services, obstacles which may be encountered, and all other conditions relative to the Work to be performed.

1.04 OTHER CONDITIONS

A. Responsible Contractors

1. The term “responsible contractor” as used in these specifications has the same meaning as the term has in Minn. Stat. §16C.285, subd. 3.

2. All responses to this solicitation must include a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in subdivision 3. This requirement is met by completing and submitting the contractor responsibility affidavit. (hyperlink to form)

3. Any prime contractor or subcontractor that does not meet the requirements in subdivision 3 or fails to verify that it meets those criteria by not including the affidavit of compliance is not a responsible contractor and will not be eligible to be awarded the contract. Moreover, any false statement regarding compliance with subdivision 3 will result in termination of an awarded contract.

4. The prime contractor or subcontractor must also include in its verification of compliance (affidavit) a list of its first-tier subcontractors that it intends to retain for work on the project.

5. If a prime contractor or any subcontractor retains additional subcontractors on the project after submitting its verification of compliance, the prime contractor or subcontractor shall obtain verifications of compliance from each additional subcontractor with which it has a direct contractual relationship and shall submit a supplemental verification confirming compliance with subdivision 3, clause (7), within 14 days of retaining the additional subcontractors. This requirement applies during the solicitation process and continues through the term of the awarded contract.

B. Withdrawal or Revision of Bids: Bids may not be withdrawn during the 60-day period immediately following the date of receipt of bids.

1. Bids may be withdrawn or revised prior to the scheduled time for opening without prejudice to themselves, provided request for such withdrawal is received by Kraus-Anderson, in writing prior to the time proposals are due.  After the time proposals are due, no proposal may be withdrawn.

C. Acceptance and Rejection of Bids: Kraus-Anderson Construction Company and the Owner expressly reserve the right to reject any and all bids and to waive irregularities and informality in any bid without explanation.  Refer to Kraus-Anderson’s Instructions to Bidders and Kraus-Anderson’s Bid Form for additional requirements regarding requirements for Performance Bonds.

D. Basis of Award: Award of trade contracts and material contracts will be at the sole discretion of the Owner and Kraus-Anderson Construction Company without explanation.

NOTICE IS HEREBY GIVEN, that the City Council of the City of Buffalo, Minnesota will meet on Tuesday, February 16, 2016 at 7:00 p.m. at the Buffalo City Hall for the purpose of conducting a public hearing on (a) the intention to issue general obligation street reconstruction plan bonds in an amount not to exceed $4,665,000 and (b) the proposal to adopt a street reconstruction plan therefor.  The proceeds of the bonds will be used to finance various street reconstructions within the City pursuant to Minnesota Statutes, Section 475.58, Subdivision 3b.

If a petition requesting a vote on the issuance of the bonds is signed by voters equal to 5 percent of the votes cast in the City in the last general election and is filed with the City within 30 days after the public hearing, the bonds may only be issued upon obtaining the approval of the majority of the voters voting on the question of issuing the bonds.
